Mandantory reporting for case managers

Can you recommend specific guidance to case managers on mandatory reporting?

Case workers should follow national statutory reporting guidance when these exists. In addition, child safeguarding reporting mechanism should be established within each organization and include a mandatory reporting mechanism. All staff, including case workers, should be trained on child safeguarding reporting mechanisms.

I would agree that we should follow national statutory reporting guidance. However, in a number of countries the child protection systems are still nascent and very under resourced. As a Social worker, when I report all cases that are mandatory to the formal system, I may be causing more harm to my client. What is people's experience with balancing the need to report with the do no harm principle when they know that reporting will result in more harm?

In the systems with developing child protection systems, mandatory reporting and response mechanics, social workers also take a role of advocates and supporters of the system strengthening, meanwhile relying on the organizational response mechanisms for safeguarding children at risk or experiencing violence.
