This report is a result of national consultations and country assessments to determine progress and gaps and develop a road map for meeting the 2020 goals for reductions in new HIV cases. It shows that community peer-led prevention programs are critical to reduce stigma and discrimination, which is key to the success of both prevention and treatment. The report shows that a combination of behavioral changes, linkages to additional services and policy changes will help meet commitments to end the AIDS epidemic.
